1. New Arctic Proposal Target Dates: June 1 and December 15
-----------------------------------------------------------
From: Odile de La Beaujardiere (odelabe at nsf.gov)

Arctic Sciences Section: Proposal deadlines

Based on the number and type of questions received lately, it is
apparent that some people are not familiar with the new proposal target
dates for the re-organized Arctic Sciences Section in NSF/OPP. The new
target dates are: JUNE 1 AND DECEMBER 15 for all arctic proposals. We
hope that the initiation of a second annual proposal target date will
serve the community better.

The new dates replace the old September 1 deadline.

Disciplinary Arctic proposals which would have formerly been submitted
to the Polar Glaciology, Biology, Oceanography, Aeronomy, and Earth
Sciences Programs should be submitted for consideration by the Arctic
Natural Sciences Program (ANS) -- Program Director, Odile De la
Beaujardiere; 703-306-1029; odelabe at nsf.gov.

Proposals dealing with multidisciplinary global change studies should
be submitted for consideration by the Arctic System Science Program
(ARCSS) -- Program Director, Michael Ledbetter; 703-306-1029;
mledbett at nsf.gov.

Further information is available in NSF Publication 95-133, "Arctic
Research Program". Your institution should have the Announcement and
it is available electronically, <stisserve at nsf.gov>.

ARCTIC RESEARCH LOGISTICS SURVEY

Some members of the Atmospheric Sciences and Space Physics communities
might not have received this message.
Please note that, although the return deadline is passed, your answer
is still welcome. Please send your response before the May 4 meeting
on Arctic Logistics.
To be included in the ARCUS email list, please send your email to
Wendy Warnick (see address at end of this message)

Attached is a survey to gather information on Arctic science logistics
needs for the next ten years. Please take a few minutes to review the
information below, complete the nine questions, and return the survey.
By joining together as a scientific community and making our needs
known, we can make a difference in better planning and coordinating
Arctic logistics.

The Arctic Research Consortium of the United States (ARCUS), at the
request of the US Arctic Research Commission (USARC), is developing
recommendations on the logistical needs of the U.S. academic Arctic
research community for the next ten years. In order to have broad
community involvement in the development of recommendations ARCUS has:

* organized an Arctic logistics working group drawn from a broad
range within the academic community, and including the government and
   private sectors.
* undertaken this survey of the arctic research community on
   logistics needs,
* planned a community workshop on logistics on Saturday, 4 May 1996
at Snowbird, Utah. Information from the logistics survey will be
presented at the workshop. (For more information on the Logistics
   Workshop, contact ARCUS).

The Logistics Workshop is planned in association with several other
arctic research meetings and will thus entrain a diverse group of
arctic researchers. Associated arctic research meetings include:

* NSF Arctic System Science (ARCSS) Program All-Hands Workshop, 1-3
   May 1996
* ARCSS Science Steering Committee meetings, 1-3 May 1996
* ONR Arctic Nuclear Waste Assessment (ANWAP) program, 6-10 May 1996
* an arctic submarine cruise (SCICEX) PI planning meeting

The Logistics Working Group, on the community's behalf, will produce a
preliminary report to the USARC in the fall of 1996 and a final report
to coincide with the release of the Commission's own report. These
recommendations will be presented to the Interagency Arctic Research
Policy Committee (IARPC).

The number of responses to this survey will affect the recommendations
and the impact of those recommendations to the IARPC and, hopefully
will lead to future improvements in Arctic logistics. PLEASE RESPOND!
Please pass this survey on to colleagues, as well.

SURVEY FORM

(Please return to ARCUS by Wednesday, 24 April 1996-- But remember,
late is better than not at all...)

In completing this survey, keep in mind that we are attempting to
determine the future Arctic research logistics needs defined as
important by the scientific community independent of whether the funds
or assets for the logistics are currently in place.

1) If you were freed from logistical cost constraints, what arctic
research would you envision doing

1a) over the next 5 years:

1b) over the next 10 years:

2) Is the need for this research currently identified in a science
plan distributed within the Arctic community?

2a) If yes, provide the reference:

2b) If no, write a brief scientific justification for the research you
would propose:

3) Briefly describe the logistical implications of your proposed
research in terms of:

3a) geographic region/location:
3b) equipment needs:
3c) transportation
3d) duration of field work
3e) seasonal considerations
3f) size field party
3g) communications/data transfer
3h) coordination requirements
3i) Need for dedicated expediters
3j) Other (please describe)

4) Do you see the need for scientific field stations in the Arctic?

4b) Where should they be located?
4c) How large should they be?
4d) What services must be provided?

5a) What scientific goals can you not achieve now under the current
climate of logistics methods?

5b) What type of changes in the present Arctic logistics
infrastructure would most enhance your scientific program?

6) Would the coordination of Arctic logistics by one agency or group

6a) Help your research program? Briefly describe how.

6b) Hinder your research program? Briefly describe how.

7) Would centralization of some logistic support (i.e. equipment,
aircraft service)

7a) Help your research program? Briefly describe how.

7b) Hinder your research program? Briefly describe how.

8a. What percent of your current research funds do you spend on
logistics?

8b. What portion of your research time do you spend arranging
logistics?

9. Other comments.
