GEM BIBLIOGRAPHY

A number of the GEM coordinators have been asked to prepare a report on 
the early GEM campaigns.  As part of that report we would like to include
a bibliography covering those papers published from 1992-1998 on topics
pertaining to either the Boundary Layer Campaign or the Magnetotail and
Substorm Campaign.  Nancy Crooker has provided us with a start but it
centers principally on the activities of her working group.
