Call for Participation for the Summer Workshop: The Substorm Observations
Working Group of the GEM Magnetotail/Substorm Campaign

The Substorm Observations working group of the GEM Magnetotail/Substorm
campaign has been targeting a specific issue at each GEM/Snowmass
workshop.  In the first year (1998) the target issue was the substorm
onset timing, which was followed by coupling between near-Earth and
mid-tail substorm processes in the second year (1999).  For this coming
GEM/Snowmass (June 18 - 23, 2000), our working group will revisit these
issues with new focus.  To make discussions more coherent, we would like
to request potential participants to follow the guidelines listed below:

1) For a study of near-Earth substorm processes, analysis of
    multi-satellite data is highly encouraged.  Comparison with
    geosynchronous signatures such as injection and dipolarization
    is most feasible and is therefore recommended.
2) Auroral breakups should be used as reference for the onset time,
    especially for a case study.
3) Pi2 onset or other onset identifiers may be used alternatively.
    Though, the onset timing should be discussed taking into account
    possible delay of those identifiers from an auroral breakup.

Regarding the second point above, the list of auroral breakups identified
by the APL Polar UVI image team for 1996 and 1997 as well as a movie for
each event can be browsed at

For this year, the GEM/Snowmass workshop (6/18-23) is only two
weeks after the Spring AGU meeting (5/30-6/3).  We would be grateful
if you could take into account this point when making a research plan for
the near future.
